Meet Our Team

       Welcome to A Promise to Care EAST, LLC, I am Toniqua Levy, the proud owner, Director of Operations, & CEO of A Promise to Care EAST, LLC. I am a Bachelor's Degree prepared Registered Nurse. 

        In 2003, I obtained my State Tested Nursing Assistance (STNA) certification. I worked genuinely at that level for 10 years. It was also during this phase of my career that I independently, with the support of my family cared for my Great-Grandmother who lived until she was 100 years old. She transitioned over her last 5 years of life to Home Care, Assisted Living, Facility living & on & off hospice multiple times until her demise. This experience offered me the reality of the client's understanding of care. I explain this as an introduction because, in my experience I have found that those of us who have been granted this opportunity have an entirely exceptional standard of expectation than those that have not. In 2013, I transitioned to clinical nursing by obtaining my Licensed Practical Nursing (LPN) degree & license. In 2015, I advanced to another level, obtaining my Associate's Degree of Science in Nursing. In August of 2016, I earned my Registered Nurse (RN) license. In 2020, I earned my Bachelor's Degree of Science in Nursing.

       I have experienced a multitude of work environments at multiple levels of clinical teams. I have worked mostly in geriatrics, so the senior community is closer to my heart. I have managed a skilled facility as the Assistant Director of Nursing. I have worked as the genuine unit nurse. I have traveled to other buildings to supervise at other locations owned by my employer. I have worked at City & County levels in corrections. I have been the Triage nurse, Intravenous (IV) Nurse, Admissions nurse, & Wound nurse. I have worked every shift & almost every role. In every role I encounter, my most mutual highlighted characteristics are and will continue to be integrity, respect, clinical understanding, and becoming the patient's advocate.

      I offer you this introduction with hopes that you will accept "A Promise to Care EAST, LLC", as your premier option to Home Care and Healthcare Training. My clinical instinct presumes that understanding me will put your mind at ease & allow us into your home, lives & hearts.

Erika Gaiter, BA-MSSA

Executive Assistant

Erika Gaiter serves as Executive Assistant at A Promise to Care EAST, supporting the organization’s commitment to strengthening families, expanding access to quality care, and creating pathways to opportunity within the communities we serve.

With a background that bridges the social sciences, human services, and administrative leadership, Erika brings a people-centered perspective to her role. Her education and experience complement A Promise to Care EAST’s understanding that quality healthcare is about more than the services provided in the home—it also requires addressing the social, economic, and community factors that can affect a person’s ability to thrive.

In her role, Erika helps support the coordination and administrative infrastructure behind A Promise to Care EAST’s growing work in home and community-based care, healthcare workforce development, professional training, community engagement, and health equity.

Her background aligns particularly well with the organization’s mission to connect individuals and families with resources, reduce barriers to care and opportunity, and strengthen the healthcare workforce. As A Promise to Care EAST continues building partnerships across healthcare, workforce development, senior services, and community-based organizations, Erika contributes to keeping those efforts organized, connected, and responsive to the people they are designed to serve.

Erika’s work reflects a core belief of A Promise to Care EAST: caring for people means looking at the whole person—not just the immediate need.

Through compassionate service, strong coordination, and a commitment to community, she helps advance our promise to create greater access, opportunity, dignity, and support for all of us.

     Joi Tate

Community Engagement Director

Joi Tate serves as Community Engagement Director for A Promise to Care EAST, leading efforts to strengthen the organization’s presence, partnerships, and relationships throughout the communities we serve.

In this role, Joi helps connect the organization’s work across home and community-based care, healthcare training, workforce development, senior engagement, and health equity. She develops relationships with community organizations, senior communities, healthcare partners, employers, workforce agencies, and other stakeholders to expand access to resources and opportunities.

Joi also plays an important role in All Of Us, supporting community conversations and partnerships centered on health equity, zero-bias care, mental health awareness, inclusion, and human connection. Her work helps ensure that community voices are represented as A Promise to Care EAST develops programs and initiatives designed to address real needs.

As Community Engagement Director, Joi helps move the organization beyond traditional outreach by focusing on long-term relationships rather than one-time interactions. From community events and educational initiatives to strategic partnerships and resource connections, she helps create pathways that connect individuals and families with care, education, employment, and support.

Her leadership reflects a central part of the A Promise to Care EAST mission: we don’t just serve communities—we build relationships with them.

Through connection, collaboration, and consistent community presence, Joi helps turn those relationships into stronger communities and greater possibilities for All Of Us.

Romaro Golphin

Inclusivity Liaison

Romaro Golphin serves as the Inclusivity Liaison for A Promise to Care EAST, helping advance the organization’s commitment to health equity, zero-bias care, dignity, and belonging.

In his role, Romaro works to ensure that inclusion is more than a statement—it is reflected in how we communicate, build partnerships, engage communities, train our workforce, and deliver care. He serves as a bridge between A Promise to Care EAST and diverse communities, with a particular focus on strengthening relationships and trust with LGBTQ+ individuals and organizations.

Romaro is dedicated to our All Of Us sector, A Promise to Care EAST’s community health and humanity initiative, helping create spaces for honest conversations about healthcare experiences, disparities, representation, mental health, and barriers that can prevent people from receiving respectful and equitable care.

Through community engagement, education, advocacy, and relationship-building, Romaro helps bring community voices into the organization’s continued development of inclusive practices.

His work reflects a fundamental belief behind A Promise to Care EAST:

    Maliek Williams, BS

EVV Compliance & Billing Coordinator

Maliek Williams serves as EVV Compliance & Billing Coordinator for A Promise to Care EAST, supporting the systems that help ensure homecare services are accurately documented, compliant, and properly billed.

A recent Lane College graduate with a Bachelor of Science in Business, with studies in Marketing and Accounting, and a former collegiate student-athlete, Maliek brings the discipline, accountability, teamwork, and attention to detail developed through his academic and athletic experience into his professional role.

His educational background in business, marketing, and accounting provides a strong foundation for understanding organizational operations, financial processes, documentation, and accountability. These skills directly complement his responsibilities involving Electronic Visit Verification (EVV), billing coordination, service documentation, authorizations, timesheets, and claims.

Maliek helps monitor caregiver visit documentation, identify discrepancies, support accurate records, and ensure that services delivered are appropriately reflected throughout the billing and compliance process.

Although much of his work happens behind the scenes, its impact reaches directly to the people we serve. Accurate EVV and billing help protect continuity of care, regulatory compliance, organizational accountability, and the financial sustainability necessary to continue serving clients and families.

As an emerging professional, Maliek also represents A Promise to Care EAST’s commitment to developing the next generation of professionals and creating meaningful career pathways within healthcare and community-based services.

    Michael Smith

Medicaid Navigator

Michael Smith serves as our Medicaid Navigator, helping individuals and families better understand Medicaid eligibility requirements, applications, and available resources.

Michael joins A Promise to Care EAST at community events and senior resource programs, providing one-on-one guidance to potential clients and caregivers and helping connect them to the appropriate next steps for Medicaid and homecare support.

  Jermaine Levy Sr.

Legal Consultant 

Jermaine Levy Sr. serves as Legal Consultant for A Promise to Care EAST, providing guidance and practical insight that supports the organization’s commitment to people, purpose, and possibilities.

In his role, Jermaine helps the leadership team navigate legal and operational considerations, strengthen organizational practices, and approach complex situations with fairness, accountability, and sound judgment. His perspective also supports A Promise to Care EAST’s broader advocacy efforts for clients, families, caregivers, students, and community members.

With a focus on advocacy, guidance, and solutions, Jermaine contributes to the organization’s mission of creating stronger, safer, and better-informed communities while helping ensure that growth remains grounded in responsible practices.

Delores R.  Alexander

Quality, Compliance & Engagement Coordinator

Delores R. Alexander serves as Quality, Compliance & Engagement Coordinator and brings extensive public-service experience to A Promise to Care EAST following her retirement from Cuyahoga County Children & Family Services, where she served as Secretary within the Sexual Abuse Intake Unit.

In her current role, Delores engages with staff, clients, students, and community partners to gather feedback and strengthen the overall experience across our organization. She also supports quality and compliance by reviewing grant eligibility, tracking documentation requirements, and promoting accountability for timely submissions.

Her commitment to confidentiality, communication, documentation, and follow-through helps A Promise to Care EAST maintain high standards while continuing to grow and serve our community.

     Our "Promised Partners' are usually what most companies refer to as Caregivers. We adjusted the reference to our team because we offer an expanded level of quality. All of our "Promised Partners" have been individually selected & requested; by considering their productive, exceptional, & genuine performance. We have witnessed their exceptional work ethics in alternative work environments that involved high patient loads. In consideration, we requested their collaboration, & welcomed them to our team. This is the most valued reason we are not comparable to most Home Care companies.

    On arrival to "Promote our Promise", "Promised Partners" will arrive in a professional designated uniform with a branded name tag, identifying their role with a smile.
